Incineration Norms

  • China's waste incineration sector is highly regulated and rapidly expanding, targeting more than 65% of municipal solid waste (MSW) to be incinerated by 2025, with a capacity goal approaching 800,000 tonnes per day nationwide.

    • Emission limits for municipal solid waste incinerators:

      • Hg: 0.05mg/m³
      • Dioxins: 0.1ng TEQ/m³ (same as EU)
    • These limits often match or exceed EU standards for most pollutants.
    • Continuously monitored emissions with results reported to authorities.
  • Construction and operation of new waste-to-energy (WTE) plants must comply with national and (often stricter) provincial/local implementation rules for buffer distances, feed composition, and pollution control technology.
  • China prohibits the importation of foreign waste and enforces mandatory waste sorting and recycling at city level.

Governing and Monitoring Authorities

  • Ministry of Ecology and Environment (MEE): Primary authority for setting and enforcing national environmental standards for waste incineration and emissions.
  • National Development and Reform Commission (NDRC): Oversees waste management policy, strategic capacity targets, and WTE subsidies.
  • Local ecological environment bureaus administer permits, monitor plant performance, and apply regional rules.
  • Specialized national technical standards for incinerator siting, operation, pollution control and monitoring (e.g., GB 18485-2014, CJJ/T 137-2019).
